The EEP provides free legal services to help individuals or organizations use the Williams v. California Settlement Legislation. The Settlement Legislation establishes minimum standards to ensure that students have textbooks, safe school facilities, and qualified teachers.

EEP combines the power of these minimum standards and the complaint process created to enforce these standards with the help of volunteer attorneys. We pair teacher, parent, and student complainants with a volunteer attorney from one of our partner law firms who will file the complaint and do the necessary follow-up to ensure that the problem is fixed. These services are all free.

Since 2006, the EEP has helped achieve tangible results in local schools by working with individuals and groups across the Bay Area. Some of these results include:

  • Chipped lead paint was discovered and removed at a school for children with special needs.
  • An 8th grade Algebra teacher was hired after two months of rolling substitutes.
  • Heat was restored to the Pre-Kindergarten and Kindergarten wing of an elementary school.
  • Needed textbooks were purchased for an 11th grade history class.
  • Broken security gates were repaired and new locks were installed to improve site security at an elementary school.
  • Old, deteriorated carpeting that posed a tripping hazard and an air quality risk to students at an elementary school was replaced with new flooring.

The Williams Settlement Legislation requires that all California public schools have:

  • Instructional Materials: Students must have their own textbooks and instructional materials to use in class and to take home.
  • Safe Facilities:A school must be in a safe condition that does not pose an immediate heath and safety threat to students and staff.
  • Qualified Teachers: Classes must have permanently assigned, properly credentialed teachers.

If any of these standards are violated in a public school in California then anybody - students, parents, teachers, and community members-can file a Williams complaint to require that the problem be fixed in a set period of time.
